In short

The cheapest out-of-state tuition is not necessarily the cheapest college for your household. Compare the correct academic-year rate, required fees, living costs, and confirmed grants. This guide offers two verified public-university examples and a regional discount route—not an exhaustive national ranking or a claim that one school is universally cheapest.

Verified 2026–27 starting points

School or routePublished tuition basisWhat to check before budgeting
Elizabeth City State University, North CarolinaStandard nonresident undergraduate table: $3,500 per semester at 12–18 credits; $7,000 annually, tuition onlySeparate fixed-tuition table lists $2,500 per semester; ask which cohort rule applies; fees and living costs are additional
Dickinson State University, North Dakota$269.35 per credit for resident-rate U.S. undergraduates; 30 credits calculate to $8,080.50 base tuitionMandatory fees: $68.68 on first 12 credits per semester; specified courses/majors add charges
Western Undergraduate ExchangeEligible participating-school tuition no more than 150% of resident rateWICHE-region residency, qualifying institution/program, and school’s selection rules—not automatic admission or funding

Figures checked October 13, 2026. Tuition-only figures deliberately exclude fees, housing, food, travel, and aid. WUE is a discount route, not one college’s price.

ECSU: a dated headline can put you in the wrong cohort

ECSU’s current page contains both a standard undergraduate table and a separate fixed-tuition table. Their nonresident rates differ. Do not copy the lower figure into an incoming student’s budget without written confirmation of eligibility. Ask the bursar for your entry-term, course-load, and campus-code assessment, plus itemized fees. The page says charges are subject to change. ECSU current undergraduate schedule.

Dickinson State: resident-rate access does not remove every charge

DSU offers resident undergraduate rates across U.S. states and the listed Canadian provinces. Its 2026–27 cost-of-attendance example for 30 credits lists $9,728 tuition and fees and $23,972 total estimated educational cost for living on/off campus. That estimate is not a bill and can change with course and living choices. It is also not Dickinson College in Pennsylvania—verify the institution as well as the number. DSU tuition and cost page.

WUE: apply through the school, not a central scholarship form

WICHE — Western Undergraduate Exchange school list and process

WICHE — Western Undergraduate Exchange school list and process

WICHE maintains a participating-school list and savings finder, but institutions decide WUE eligibility and manage the application process. Check the specific major and renewal requirements before assuming a rate continues through graduation. Compare its rate with any other confirmed institutional award; this article makes no claim that every scholarship can be stacked. Official WUE school list and process.

Use a like-for-like cost worksheet

For each college, record the same categories:

  • Tuition for your actual credit plan and residency/cohort status
  • Required campus and course fees
  • Housing, meals, books, supplies, and travel assumptions
  • Confirmed grants and scholarships, with renewal conditions
  • Remaining costs and any payment timing gap

Keep loans separate from discounts: a loan can finance a cost without reducing the price you owe. Do not subtract a hoped-for competitive scholarship from your “certain” budget. Request a college-specific aid estimate rather than comparing only advertising pages.

Illustrative method: For DSU, multiply $269.35 by 30 credits to obtain $8,080.50 tuition, then add eligible mandatory fees and any program charges. Do not compare that tuition-only subtotal with another school’s tuition-plus-housing figure. For ECSU, first resolve whether the standard or fixed-tuition cohort applies. The calculation is an example, not an individual bill. DSU published rates; ECSU tables.

Your next step

Choose two institutions offering your intended program. Send each the same request: “What is the itemized 2026–27 or my entry-year cost for my course load and nonresident status, which discounts apply, and what renews?” Only then compare total cost and net cost. Refresh rates before a future enrollment year; this article does not invent 2027–28 prices.
